Course Description

As a PSEA UniServ representative, you will be a key participant in collective bargaining actions. To take this work on, it is crucial that you understand the history, legislation, and terminology of negotiation as it pertains to the PSEA membership.

Bargaining in Pennsylvania is governed by several laws. Throughout this course we will discuss two of those laws, Act 195 of 1970 and Act 88 of 1992.

  • Act 195 of 1970 (also known as the Public Employe Relations Act, or PERA), gives public employees the right to organize and bargain.
  • Act 88 of 1992 (also known as Article XI-A, and passed as an amendment to the Public School Code of 1949) modifies PERA to define a timeline for bargaining and mandatory mediation overseen by the Pennsylvania Bureau of Mediation.

This training course aims to familiarize you with the collective-bargaining framework established by the Pennsylvania legislature in Act 195 and Act 88. 

WHAT YOU'LL DO

  • Learn more about the pre-history of bargaining before those acts, including some of the ongoing labor-rights accomplishments of the PSEA. 
  • Study the most critical components of Act 195 and Act 88 as they pertain to PSEA’s ongoing advocacy for EAs and ESPs. 
  • Become familiar with the language, structure, and clauses of the contracts you will negotiate on behalf of the PSEA members you represent.
